Boone man arrested for improperly billing Des Moines Water Works

A Boone man is facing a felony charge for improperly billing Des Moines Water Works, authorities said.

Jeffrey Harold Burma, 54, owner of BioSolids Management Group, was arrested Thursday and charged with ongoing criminal conduct, a class B felony, according to an Iowa Division of Criminal Investigation news release.

BioSolids Management Group had been contracted by Des Moines Water Works for various duties including trucking operations at the McMullen/Maffitt Water Treatment Plant facility in southwest Polk County, according to the DCI news release.

In late 2014, Des Moines Water Works officials noticed irregular billing from the business and notified law enforcement.

In March 2015, DCI special agents and the Polk County Sheriff's Office began investigating BioSolids Management Group's billing practices.

The investigation found Burma had knowingly committed fraudulent practice on a continual basis by falsifying records. Between March 23, 2015, and April 17, 2015, Burma knowingly submitted false records to Des Moines Water Works for financial gain totaling $100,323.72, according to court documents.

The investigation is still ongoing, DCI stated. Authorities ask anyone with information related to this case to call the sheriff's office at (515) 286-3333.
